Zoning Ordinance

Article 2, 6A & 8.2 - City initiated amendments to amend the definitions of Administrator, Day Care Business, Home Occupation, Height of Building and Use (Article 2), clarify language adopted by Ordinance 1062 related to the design review process, pedestrian amenities, location of buildings and parking areas, buffering between sidewalks and parking areas and clarifying which Townsite Overlay guidelines apply to single family residential, non-residential, multi-family and historic buildings (Article 6A) and clarify the intent for flexibility in the total allowed sign area for multi-unit buildings (Article 8.2). The Hailey P&Z Commission will hold a second public hearing on December 5, 2011 to review the amendments. Section 4.12.3.3 SCI-Industrial Sub-District - An application by the Airport West Owner's association to amend Hailey Zoning Ordinance, Section 4.12.3.3.  The proposed amendment would add sub-section g, to allow for one accessory dwelling unit (ADU) per unit of a non-residential Principal Building within the SCI-Industrial Sub District.  Hailey P&Z Commission held a public hearing on September 19, 2011 and recommended to City Counicl approval of the amendment. Municipal Code

Title 18 was drafted as an update to the existing city standards.  Sections include new public notice procedures for projects, an update of Street Design Standards, an update of Street and Drainage Construction Standards and an update of Water and Sewer Line Construction Standards.  The Council will schedule a workshop on this update in spring 2012. Interpretive Center Design Review Modification The Hailey Planning and Zoning Commission will conduct a publc hearing and consideration of an application submitted by the City of Hailey for Design Review Modification of the new Rodeo Park Interpretive Center, located at Hailey Townsite, Blk 134, Rodeo Grounds (781 S. Main St), within the Limited Business (LB) and Townsite Overlay Zoning Districts. The proposed modifications include reducing the height of the building and changes to the façade. Quigley Canyon Annexation The Hailey Planning and Zoning Commission held public hearing on proposed changes to the Quigley Canyon Annexation proposal on Monday, October 3, October 17 and November 7, 2011 and recommended to city council denial of the revised plan.  The City Council resumed public hearings on the revised plan on January 23, 2012 and continued the public hearing to March 5 at which time the water rights appraisal and fiscal impact analysis will be presented and discussed.  The Mayor expects the Counicl to complete their consideration by the end of April, 2012.  

In 2011 the applicant proposed the following changes to the 2007 application:

  • No Development above the pond
  • A golf course is no longer planned, but the open space is configured to allow for future golf course
  • Quigley to deed all water rights to City – including 1880 Quigley surface rights available for use in city system for mitigation.
  • Open space to be utilized for sustainable agriculture
  • Nordic skiing operation continued on property
  • 444 lots ranging from 40x100 to +4 acres (originally 379 lots proposed)
  • Development to be phased in small sections to grow as Hailey grows
  • Infrastructure to be phased to ensure adequate services ahead of development
  • City portion of infrastructure costs to be paid through CID/LID financing from Quigley property alone. No city funds expended
  • Site for BCSD Elementary school adjacent to High School
  • Lots in Blocks G and H be served by individual septic systems

     Water Information:  The City of Hailey has contracted with the firm SPF Water Engineering to provide expertise on behalf of the city related to water issues and the proposed Quigley annexation.  ERO is the firm contracted by the applicant. The value of the applicant's water rights are being appraised by an appraiser selected by the city.

Charpentier Addition - An application by Mark and Annie Charpentier for Design Review of a residential addition to a Historic Structure, located at Hailey Townsite, Blk 97, Lots 13-16 (102 South 4th Ave) within the Limited Residential 1 (LR 1) and Townsite Overlay (TO) Districts. BCSD Community Campus CUP Amendment - An application by BCSD to amend the Community Campus Conditional Use Permit to allow for a second daycare operation within the Community Campus, located at Wood River High School Campus PUD, Block 3, Lot 1 (1050 Fox Acres Road) within the GR District.  The Hailey P&Z Commission conducted a public hearing on Monday, September 19, 2011 and voted to approve an amendment to better cover the existing and intended uses within the Community Campus.
