Hailey Downtown Strategy

On August 23, 2010 the City Council will consider Resolution 2010-14 to formally adopt the Downtown Strategy.

A strategy for Downtown is important to have to base future plans on and to help prioritize budget decisions.  For practical purposes the Downtown Strategy will put the city in a better position to receive grant money for projects to improve Downtown.  From a Community perspective, we want this strategy to spark new ideas, build on good things already happening, bring people together and generally be a catalyst for community action.  If the Downtown Strategy can help get the community excited and working toward the same goals, we will be in a better position to take advantage of funding or collaborative opportunities and better able to successfully make good ideas a reality.

Hailey Complete Streets Plan

The Hailey Complete Streets Plan was developed to comprehensively plan and design Hailey streets to properly address multi-modal needs, enabling safe access for all users; pedestrians, bicyclists, motorists and transit vehicles and passengers.  The Complete Streets approach was used as the best practices basis for the plan and the subsequent development of standards to adopt into the Hailey Municipal Code.

The draft Complete Streets Plan was presented to the Hailey Planning and Zoning Commission on August 2, 2010.  The draft will be presented to the Hailey City Council on September 13, 2010.  The  Commission will review changes to the city standards based on the Complete Streets Plan on September 7, 2010 and make recommendations to Council.  The Council is scheduled to hold a public hearing on the Commission's recommendations on October 11, 2010.

Chickens!

In May 2010, Hailey City Council approved backyard chickens for a trial period of one (1) year. Next year, the City Council will review the ordinance again and determine whether the ordinance should be renewed to allow backyard chickens without a permit or whether they should be prohibited with or without a conditional use permit. The current requirements and standards for keeping backyard chickens in Hailey are as follows:

  • No more than 3 hens are to be kept on the property.
  • Hens are kept for personal egg consumption only -  no backyard slaughtering.
  • Rooster are prohibited.
  • Backyard chickens are limited to single family dwelling lots in the GR, LB, TN, and LR zoning districts only.
  • Predator resistance chicken coops must be provided.
  • Coops may be located in the rear yard only and are subject to the same property setbacks requirements of the zoning district in which the lot is located.
  • The property or the coop must be fenced in a way that confines the chickens to the property.                     

        

WHY ALLOW URBAN AGRICULTURE, INCLUDING BACKYARD CHICKENS?

Urban agriculture, such as keeping chickens for eggs, can have many community benefits:

  • Reduces the vehicle miles traveled associated with food production and delivery - the average item of food in the U.S. travels 1,400 miles to the dinner table, this in turn reduces green house gas emissions.

  • Promotes health by allowing individuals the choice to ensure their own foods are safe and high quality.

  • Increases food security and potentially reduces individual food costs.  

  • Reduces waste - a chicken can consume nine pounds of kitchen waste a month and the chicken’s waste can be used as garden fertilizer.

2010 Comprehensive Plan Update

Phase 1 - Neighborhood Workshops        

Neighborhood Workshops were held every Thursday in October, 2009.   Participants were asked to map what they considered to be their neighborhood and discussed what they liked and did not like about their neighborhood and envisioned how they would like their neighborhood to be in 20 years.  Neighborhood Worksheet      Map Your Neighborhood

Phase 2 – Working Drafts   

The first draft of Hailey Comp Plan Update was posted on December 4, 2009.   A meeting was held on Monday December 14 from 2:00 to 5:00 at Hailey City Hall for anyone interested to discuss the first draft with staff.  This meeting generated only a few additional edits to the draft.  The draft was distributed to the Hailey Planning and Zoning Commission on January 4, 2010 to provide ample time to review the draft prior to the first public hearing on January 19, 2010, since then the Commission, staff and citizens have reviewed and edited the draft at almost every Commission meeting held in January, February, March and April and May!

The Planning and Zoning Commission will hold a public hearing on the final draft of the 2010 Comprehensive Plan update on June 21, 2010 and will make a recommendation to the City Council.

Applications Submitted

Nelson's Auto Repair & Lube Addition

An application by Harold & Betty Nelson for a Conditional Use Permit and Design Review Exemption for an Addition to their Automotive Repair and Lube Service, located on Lots 8 & 9, Block 31, Hailey Townsite (115 River St S) within the Business (B) District.  Automotive Repair and Maintenance is permitted conditional use within this zone with approval of a Conditional Use Permit.

Nelson's Addition Site Plan

A public hearing for this application is scheduled for the Planning and Zoning Commission's meeting on Monday, September 20, 2010 in the upstairs meeting room within Hailey City Hall at 6:30 p.m.

CSM Building - Final Plat Condominiums

An application by Scott Miley for final plat approval of CSM Building Condominiums.  The current legal description of the property is Lot 1A, Block 3, Airport West Subdivision, Phase II, located at the corner of Aviation Drive, Merlin Loop and Lear Lane (1760 Lear Lane) within the Service Commercial Industrial-Industrial (SCI-I) district.  The plat would create 3 units.

CSM Condominiums Application  

A public hearing on this application will be held as part of the Hailey City Council meeting on Monday, September 13, 2010 at 5:30 pm in the upstairs meeting room at Hailey City Hall.

River Street Senior Housing

ARCH Community Housing Trust has submitted Design Review and Planning Unit Development (PUD) applications for a 24 unit senior housing complex, located at 731 River Street North, in the Business District. The applicant has submitted the following documents:

Quigley Canyon Annexation

Quigley Canyon Ranch contains 1,109 acres and is located adjacent to the city of Hailey within Blaine County and is zoned R-5 and A-10. The applicant is requesting annexation in the City of Hailey and is proposing approximately 379 residential units, an 18-hole public golf course and Nordic facility and RGB, NB, LR-1, LR-2 & GR zoning.

Next meeting: The application has been tabled until terms of a potential annexation have been drafted for the Council’s review.

Written public comment will be taken until 5:00 pm Thursday, September 3 and distributed to the Council at their next regular Council meeting.

No written comments will be received or distributed until the Council reopens the public hearing for public comment which will occur once draft terms of annexation are presented to the Council by staff.

An Overview of Meetings:

The City Council received the Planning and Zoning Commission’s recommendations on September 22, 2008 and discussed a tentative schedule for future public hearings before the City Council.  On November 24, 2008 the Council selected Caplan and Associates to conduct the fiscal impact analysis of the proposed annexation.  The following is a summary of Council public hearings on the application to date, public comment has been heard at all meetings:

Traffic Impact Study:

The Quigley Canyon report analyzed the traffic impact of the development with one vehicular access at Fox Acres Road.  The posted traffic study does not include the 6 technical appendices.  The traffic study was updated with an estimate of the traffic movements at Eastridge, Croy and 8th and the traffic volumes at Quigley and Fox Acres with a vehicular access added at Quigley Road.  This update is referenced in the staff report as Exhibit 2."
